On November 11th, the Silk Cloud Valley (Qinghai·Haidong) project was officially launched in Qinghai Zero-Carbon Industrial Park. This significant milestone marks a new breakthrough for Haidong City in promoting the green development of the big data industry and symbolizes a new step in the collaborative development between state-owned and private enterprises in Haidong's big data industry.

According to information revealed at the launch ceremony, Silk Cloud Valley, as a key project in Haidong City, has a total investment plan of 23 billion yuan. The first phase plans to invest 10.2 billion yuan, while the second phase plans to invest 12.8 billion yuan. Located in the Qinghai Zero-Carbon Industrial Park, the project covers a total planned area of 100 hectares, including multiple functional areas such as a container liquid-cooled data center area, a waste heat recovery and utilization area, and a data industry science and technology innovation and upstream and downstream supporting enterprise area.

The construction of the project is divided into two phases. From 2023 to the end of 2025, the first phase of the project will be launched first, covering an area of 53.33 hectares. This phase will construct a 180MW liquid-cooled and waste heat recovery container data center capable of accommodating 72,000 standard racks. The investment in racks is expected to be 1.2 billion yuan, and the server investment will reach 9 billion yuan to meet the operational needs of approximately 90,000 high-performance servers. The second phase of the project plans to cover an area of 46.67 hectares and will build a 220MW liquid-cooled and waste heat recovery container data center, which is expected to accommodate 88,000 standard racks. The investment in racks and servers will be 1.47 billion yuan and 11 billion yuan, respectively, to meet the operational needs of 110,000 servers.

It's worth mentioning that the Silk Cloud Valley project combines computing infrastructure with computing waste heat technology. By adopting indirect liquid cooling and thermal energy harvesting technology, it achieves a high efficiency with a PUE (Power Usage Effectiveness) value below 1.03. This project fully utilizes the advantages of product safety, reliability, flexible deployment, and green low-carbon, and will innovatively realize multi-level, multi-gradient, and efficient green energy development and heat energy recycling.

In recent years, the Haidong Municipal Party Committee and Municipal Government have attached great importance to the development of the big data industry, regarding it as an important starting point for promoting the construction of the "four industries". Through the strategic thinking of digital industrialization and industrial digitization, they have actively planned and strengthened top-level design, successfully building a number of major projects, such as the country's first 100% clean energy traceable green big data center and the largest green cloud computing data center in the Qinghai-Tibet Plateau. These projects not only promote the deep integration of the digital economy and the real economy but also inject strong impetus into high-quality economic and social development.
